Former Civil Service Commissioner and Signal Hill resident Francis John Pard passed away on Dec. 1 at the age of 86. Pard served as civil service commissioner for the city of Signal Hill from 1997 to 2001.
A retired lieutenant colonel, he served in the U.S. Air Force as a pilot in World War II and Korea. Pard also worked for many years as an administrator in the Harbor Department of the city of Long Beach.
City officials state that he was “a wonderful friend and neighbor to many here in Signal Hill and will sorely be missed.”
Pard is survived by his wife, June; daughter, Vickilyn; stepdaughter, Brigid and brother, Robert.
