Signal Hill City Council voted Tuesday evening to increase its pay, as well as the City Clerk’s and City Treasurer’s pay, by 10%, effective in early December.
Each of the five councilmembers’ pay will increase from $794.40 monthly to $873.84. Annually, councilmembers will go from making $9,532.80 to $10,486.08. Signal Hill’s mayor gets paid the same amount as each of the councilmembers.
The City Clerk and Treasurer will go from making $482.04 monthly to $530.24. Annually, these two positions will now make $6,362.88.
Councilmembers also receive additional pay for serving on various committees, of which the spots are self-appointed. The City’s most recent report of public official appointments (CA Form 806) is from 2025. California requires cities to report all public official appointments that come with additional compensation, as well as any monetary changes to those appointments.

The Signal Tribune requested the most recent copy of Signal Hill’s CA Form 806 on July 16 and did not receive the document at the time of publication.
According to the 2025 CA Form 806, all city councilmembers serve on the Sanitation District board and receive $125 monthly, or $1,500 annually. Members are only paid for the meetings they attend.
Additional appointments from 2025 are as follows:
- Councilmember Robert Copeland: Southern California Council of Governments Energy & Environmental Committee – $120 monthly
- Copeland: Vector Control District – $120 per meeting
- Councilmember Keir Jones: Southern California Council of Governments General Assembly Annual Meeting – $120
- Jones: California Joint Powers Insurance Authority – $100 per meeting
Signal Hill City Council reviews its compensation every two years, in alignment with its biannual budget.
