The Signal Hill City Council meeting on March 8 included the following agenda items: a resolution on approving the proposed use of the 2016-17 Community Development Block Grant (CDBG) funds; discussion on the right-of-way pertaining to 2085 Freeman Ave; and city manager reports on the 2015 General Plan Annual Progress Report, an award of contract for Discovery Well Park, Simplus Management Corportation and rescheduling a budget workshop.
CDGB grant funds
The City of Signal Hill will receive $56,513 in CDGB funds under the Los Angeles County Urban County allocation from the Department of Housing and Urban Development. The council agreed to approve the City’s 2016-17 application for housing and community development funds and will authorize submission of such application to the Los Angeles Community Development Commission. The motion was to waive further reading and adopt.
Freeman Avenue
The item, if adopted, would complete the vacation of a portion of the alley related to the single-family dwelling approved for development at 2085 Freeman Ave. The council approved the vacation of a portion of the north-south alley that lies north of E. 20th Street to its terminus bounded on the west by Orizaba Avenue and Freeman Avenue. The motion was to waive further reading and adopt.
General Plan progress report
Cities are mandated to submit information on their legislative bodies in an annual report on the status of the General Plan and its progress on its implementation and file the report with the Governor’s Office of Planning and Research and the State Department of Housing and Community Development. The motion was to forward the work to the government agencies.
Discovery Well Park
The City received bids on March 1 for the Discovery Well Park Play Area Surface Replacement Project, No. 113. The final motion was to award a contract for the play area to Access Pacific, Inc. in the amount of $107,010.83.
Simplus Management
The council considered Amendment No. 1 to the Contract Services Agreement awarded to Simplus Management Corporation in order to provide project-management services for the Civic Center Phase 2 project. The motion was to amend the agreement and extend the contract term to March 8, 2017.
Budget workshop
It was established at the Feb. 9 Signal Hill City Council meeting to schedule the annual budget workshop for June 1, but there are now time conflicts with other officials. The council agreed to reschedule the budget workshop for the night before— Tuesday, May 31 at 6pm.
