Signal Hill appointed new interim City Manager Joseph M. Hoefgen following the resignation of Hannah Shin-Heydorn, who left to become the city manager for the City of Stanton.
Shin-Heydorn resigned on July 13, and since then, Deputy City Manager Scott Charney has been acting city manager on assignments.
During this transitional period, Hoefgan will start on Aug. 1 while the City begins the recruiting process for a permanent replacement.
Shin-Heydorn began as a deputy city manager assisting the city manager in 2016 and took over in 2019.
During her time as city manager, Shin-Heydorn was responsible for managing and reviewing all activities and operations of the city.
Her temporary replacement Hoefgen has 30 years of experience working for cities in Southern California, including Redondo Beach, Palos Verdes, Del Mar and Encinitas.
Hoefgen retired in November 2021 after serving six years as the Redondo Beach city manager.
Through the California Public Employees’ Retirement System, Hoefgen will remain eligible to receive retirement benefits. He will not receive any benefits or compensation besides his hourly pay.
During the meeting, Hoefgan said since an early age, he knew he wanted to work in local government and was “very excited” to be the new interim manager.
Councilmember Tina Hansen welcomed Hoefgan to the city and said she thinks Hoefgan will have “very good experience” working as an interim city manager.
“We’re excited to have you on board,” she said.
Hansen said Hoefgan would be a “stabilizing factor” as they move through the recruitment process for a permanent city manager.
