The Signal Hill City Council unanimously approved a contract with Excel Paving Company to repair the pavement on Ohio Avenue, stretching from Hill Street to Skyline Avenue.
The contract allocates $294,491.40 to Excel Paving Company for the Ohio Avenue Street Rehabilitation Project, which will include the removal and replacement of approximately 560 square feet of damaged sidewalk, restoration of traffic striping and markings, improvement of two ADA access ramps and the repair of approximately 26,000 square feet of asphalt pavement.
In addition to the funds already allocated to the project, the city council also approved an additional $29,449 in case supplementary work is needed or unforeseen circumstances arise. This additional funding would only be used with the approval of the Public Works Director.
According to City staff, although streets surrounding Ohio Avenue were improved in 2022 during Signal Hill’s Slurry Seal Project, Ohio Avenue requires more intensive repairs.
Individual streets, and the overall street conditions of cities and counties, are measured using the American Society for Testing and Materials’ standardized Pavement Conditions Index. On the Pavement Conditions Index, Ohio Avenue ranks as a 40 on the scale from 0 to 100 (with 100 being the best score a street can receive).
According to a report on the Pavement Management Program, overall, Signal Hill scored 73.7 on the Pavement Conditions Index (PCI) in 2021. The completion of the Ohio Avenue Street Rehabilitation Project by itself would not significantly raise Signal Hill’s overall score.
City staff didn’t mention when the street repairs on Ohio Avenue would begin, but estimated that the project would take 40 calendar days to complete.
The Pavement Management Program recommends that Signal Hill spend at least $1 million on pavement repairs annually, in order to slowly raise Signal Hill’s PCI score.
The contract with Excel Paving Company was unanimously approved by Signal Hill city council, except for Councilmember Keir Jones, who recused himself from voting because he lives under 300 feet from Ohio Avenue.
