The Long Beach Police Department (LBPD) is asking for the public’s help locating a 76-year-old at-risk missing person, James Foster, who was last seen on Dec. 26, around 7:30 a.m.
Foster was last seen leaving his living facility in the 1000 block of East 4th Street. Foster is in a wheelchair, and his destination is unknown. In the past, he was located in a nearby area, according to the LBPD. He has cognitive conditions and has difficulty speaking clearly.
Foster is described as a white male, 5 feet and 9 inches tall, with gray hair and brown eyes. He was last seen wearing a black jacket, blue jeans and brown cowboy boots. Foster does not have a tracking device on his person and has an unknown amount of cash.
