The damages to Panorama Promenade Trail and the area around the intersection of 20th Street and Molino Avenue are now completely repaired after suffering erosion caused by storms in February.
However, the Signal Hill City Council voted on July 9 to continue the state of emergency that was enacted in response to these damages for another 60 days as irrigation systems and landscaping are installed.
Usually when the City hires a company to complete public projects, it has to utilize a bidding system where multiple companies get to bid for the contract, and the City can compare their qualifications and prices. When a state of emergency is declared, the City Council can give the City Manager the power to enter into contracts with companies, foregoing the usual bidding process.
When the erosion occurred in February, the City reached out to three contractors and selected Zimprich Engineering Incorporated, which the City determined could complete the work within the necessary time and budget constraints.
The trail was closed to the public for close to two months. Repairs included adding reinforcing poles underneath the slopes next to the trail, adding more soil to the area, building a retaining wall at 20th Street and Molino Avenue and more.
The repairs to Panorama Promenade Trail cost just under $300,000, and the repairs at 20th Street and Molino Avenue cost around $132,000.
Design plans are being created to install an irrigation system and plant vegetation at Panorama Promenade Trail, and as of July 9 workers were preparing to spread seeds at 20th Street and Molino Avenue.
Public Works Director Thomas Bekele said the area seeded at 20th Street and Molino Avenue will be covered in vegetation by winter.
