Signal Hill City Council approves contract for improvements to East Burnett Street

The Signal Hill City Council voted on Tuesday to approve a contract with a Santa Monica-based consulting firm to help plan improvements along East Burnett Street.

The East Burnett Street Historical District Pedestrian and Bike Enhancement Project will introduce new sidewalks between Gaviota and Cherry Avenues, a bike lane between Walnut and Dawson Avenues, and other roadway improvements. These changes aim to make the street safer and more accessible for pedestrians and cyclists by addressing areas of East Burnett Street where sidewalks and bike lanes are currently lacking. 

Improvements will include the construction of ADA-compliant ramps, new walkways, bike lane signage and landscaping. These upgrades will help connect East Burnett Street to other parts of the city, including parks, schools and bus stops.

Catalyst Environmental Solutions Corporation will now provide consulting services for the City. This will include analyzing and documenting potential impacts to the environment such as air quality, water quality, stormwater management, hazardous materials and more.

The City has allocated $147,260 for the contract with Catalyst Environmental Solutions Corporation, and an additional of $14,726 is available in case of unforeseen conditions or circumstances, bringing the total amount to $161,986.

The project has a total budget of $2,894,000, with $2,785,000 funded by a grant from the California Department of Transportation. The City applied for the funding in June 2022, and received approval from the California Transportation Commission in 2023.

The remaining $109,000 will come from reserves funds from the City’s Capital Improvement Project, made up of unused extra funds from prior public projects.

Catalyst Environmental Solutions Corporation will provide its services to the City from November to May 2025.
