Signal Hill water pumping facility under construction through 2027

Signal Hill’s wastewater pumping facility will receive improvements from now through May 2027, aiming to improve a critical aspect of the City’s ecosystem. 

The Spring Street Pumping Plant Facility is located at 2200 E. Spring St., and collects wastewater from the surrounding streets then pumps it into the A.K. Warren Water Resource Facility. Once the water is there, it’s treated in order to be reused. The facility also handles diverted stormwater. 

Typically, the Spring Street facility pumps about 365 gallons per minute during dry weather, and can rise to about 930 gallons of water per minute during wet weather. The facility hasn’t received an overhaul since it was constructed in 1985, and has been subject to flooding during peak wet weather. 

The Los Angeles County Sanitation District has been in charge of the facility since 2003. In May of last year, they put out construction bids for up to $9.3 million for the needed improvements to the water pumps and electrical systems. 

Improvements planned include: 

  • A rehabilitated sewage wet well
  • An isolated electrical control room
  • Upgraded mechanical and electrical and instrumentation systems
  • A new emergency generator at the City Yard, capable of powering all three pumps
  • A new electric chain hoist
  • Added safety features including ladders with proper railing and spring-assisted entry hatches
  • An upgraded ventilation system
  • Added site security

Construction will take place Monday through Friday from 7:30 a.m. to 3:30 p.m., with extended hours from 4 a.m. to 8 p.m. Extended hours are currently in effect and will remain so until at least Oct. 15, City staff said.  

Residents will not be able to park on the street along the facility during working hours or use the sidewalk, but driveway access will be provided for residents as needed. Construction is expected to end in May 2027.
